I know that there are rumours circulating that EA may have struck up a deal with Xbox, but I wouldn't put any stock in that.
I don't put any stock in that either. They're not going to start making multi-platform franchises XBox exclusives when they're not performing as well as their major competitors, and the idea of a brokered deal for exclusive reveals of multi-platform titles at a presentation is nonsensical.

Out of curiosity, what do you think is going on with development process?
I think the game is going to be multi-generational and that that decision was made well into development, causing them to fall behind schedule. We have to remember, Inquisition is BioWare's first game using the FrostBite 2 engine. Any little hiccup during development could cause a lengthy delay. Now think about the problems developing for an entirely new console would add.
I couldn't speculate on specifically when I think the game will come out, but I honestly think that if the game were in a presentable state they would have unveiled it already, next-gen or not. I'm not expecting it to be released this year and I really wouldn't be surprised if they don't unveil it until E3 or even later.

That makes sense. Unless DA3 is
indeed such a looker of a game that it would show well at MS's event
purely on the visuals. Maybe it ends up really surprising people that
way?
I highly doubt it. Even if they've been developing for next-gen from the start I doubt it will be a pretty enough game to justify getting a spotlight like that. Remember, BioWare said that when they unveil the game they will show gameplay and "leave no room for speculation." Microsoft wouldn't give them time to show off a pretty Blur trailer, play through a section of the game
and talk about the game enough to squash speculation. It's going to be multi-platform and very likely multi-generational. They won't dedicate that much of the event to a game that won't move NextBox units.
