Uh-uh. It's another feature—different CC, and another game—different engine. I highly doubt that it's so simple as you imagine. It's just that someone else's work is always incredibly simple.

It's clearly not though, if they're not doing it. Withholding the character creator isn't a decision made out of spite, or ignorance - there must be a reason why it's not feasible to implement that feature.

Oh. Sorry. In that case, a quote: "... we still have to triage them and figure out what does and doesn’t make the cut, because our development resources are finite, and sometimes you really need that designer or engineer working on the core gameplay feature more than you need that nice-to-have extra, even if the nice-to-have extra would be cheap."
Come to think of it, Black Emporium for DA2 was most likely post-launch work, too—much like first day patches.

After you've created your character for the first time and played for a bit, there are certain things you shouldn't be able to change with a character creation anymore, as they would mess up your game big time - race, class, stuff like that. So that already gives you a bit of work; removing those options from the character creation. You're not done after that either - this new character customization will have to retain your world states and your stats, so there's that too.
How do you get to this new character creation in-game then? An object, maybe? An NPC? Does the NPC say something when you talk to them? Do they need voice acting? How do you know that this thing will start the character customization? Where do those things reside? You have to make all those things. Sure, you could simply add a throwaway mirror somewhere and just make it so a simple click instantly throws you into a character creation screen, but that would seem very unpolished. Then you'll have to test the stuff, too.
I don't know anything about game development, but I do know that sometimes seemingly one-click tasks can take a lot of work and time.

I highly doubt that. Implementing a return to a feature already in the game is incredibly simple. I would bet I could do it if I knew their general programming approach.

You are very right. It very much depend on how they have constructed it initially.
I remember modders trying to make the cc for DA:O work in the later game but couldn't because the variables would also reset the character entirely.
That said, it is something they have done before, even if they used another engine and an entirely different way of code construction it shuld still be something professionals can figure out.
Right now, it's 9:41 am and 39 out. The expected high is 44. It will be that way for another two months.
Alternatively, I haven't seen snow for the last four years.
There are no features already in the game when you switch to a new engine.
