Maybe she's voicing a man. That would be unusual. She's voiced little boys, but no adult men.

 

Or maybe there's a special "Play as Commander Shepard" pre-order bonus DLC we haven't heard about yet.

Big meeting, the warden is in the background. We have a chance to ask the wardens opinion. Awkward silence as warden walks to door. They turn at exit and Hale/Meer says "I should go"

That plus have them wear a helmet. The Warden will basically be like The Stig from Top Gear.
