Yup, this is a quality assurance delay, not a making-new-stuff delay.

Because the delay was to allow them to focus on polish and bug fixing, not to start work on new things that weren't already planned.

Well, if the art is for things that appear throughout the game, I imagine it will probably be very spoilerific.

Yeah, like the art of the final boss monster or something. Art of the big bad's lair. Art with the big bad's name on it. Its bound to be horribly spoilery.
