I think that's been made fairly clear. The Inquisition has to fight for whatever power it can get, the existing institutions and countries in Thedas aren't going to just roll over and give it control of everything.

And also this (quoting Sheryl Chee): "The Inquisition is a new power, a threat to some of the existing structures within Thedas." So no wonder some people/groups will resist.

So I guess no matter how we create our character the party profile pic will just be our hand? Also does that mean that we can either talk to or randomly attack people we meet? Also only 17 locations to find in the hinterlands?
Well, the Hand is different from the Inquisitor symbol we saw previously. Perhaps we get to choose from a few? Though they'll presumably tend to be symbolic.
