I would be hesitant to actually take this as confirmation that Val Royeaux is in the game. The quote read "addressing the Chantry in Val Royeaux" which may or may not mean physically visiting the location.

Sorry to break up the Carlton, but no where is it confirmed that we go to Val Royeaux. It COULD be there, but based on the context of the article it very well could just be sending your advisers to Val Royeaux and the story progressing without you stepping foot in the city. I'd settle for a cutscene of the Grand Cathedral and the meeting, but am not holding my breadth.
