You're right but maybe Bioware and EA want to approach DA3 differently. 

EA knows the target market for BF4 are a bunch of sheep and will lap up any MP FPS so it's a good idea to make it pre-orderable asap, but DA3 is different. EA and Bioware know DA2 didn't sit well with many fans(I love it but I know it caued some problems). They're probably trying something new now.

When was the last time Laidlaw and Darrah insisted that the game is coming Fall/Winter 2013?
 
I think you misheard them.  I distinctly heard them say "Fall/Winter 2013 is coming" the day before the new season of "Game of Thrones" started.

also they don't have to do cgi IF in fact the game looks as stunning as they claim ^^

I'm curious as to why people say there is no presentable content. Also, marketing takes many different forms, just because they aren't showing us anything doesn't mean a 2013 release date is doomed and it doesn't mean they have nothing to show us either. I think that they don't want to show anything yet until they believe the content they have is worthy. I'm sure they want to show us something but they don't want people to make assumptions and later say "Bioware lied to us, the stuff in the trailer wasn't in the game".

The line from Laidlaw and Gaider is that the game will be unveiled it's ready to be unveiled. Gaider tried to make the argument that that doesn't mean the game isn't ready to shown by saying that the game will shown when they feel it's ready. When asked when they will feel that the game is ready to be shown he said "when it's ready to be shown."
There's no reason that the game wouldn't have already been shown if it was in a presentable state. Even BioWare, through Gaider's doublespeak, agree with that.

There is at least a small possibility that they're waiting for the release of the World of Thedas book before they officially reveal DA3. The book will help hyping up the game, and the game reveal will get people interested in the book.

That seems like a possibility. Also, I don't really mind them not showing us anything, to me it means they're working hard on the game instead of working hard on some trailer or something.

Bugs are constantly filed, and worked on (if important enough) during the sprint, but generally the developers are working on features.  Bug week is a time we set aside for the team to stop feature development and work only on bugs.  This helps make the build more stable, reduces our tech debt, and allows for more iteration on content that's already created, it's a good thing :)
