The way experience is granted in Inquistion is as you tackle monsters and going after things and as they get too low level for you they stop granting you experience. This is a fairly standard RPG mechanic and by the time you’re capped out and no longer gaining experience, you’ve killed some of the toughest stuff in the world,” Mike said.

So there is a cap, it's just that by the time you reach it you'll basically be a god made flesh, so you logically are the highest leveled thing around and can't reasonably be expected to learn more stuff from murdering things because you already know everything there is to know about murdering things.

For award nominations like these I think there are typically certain restrictions/stipulations like, and these are just made up examples since I don't know for sure: game needs to have full access playable at the booth instead of just demo, or within a certain release window, etcetc, in order to be nominated. Which could be why some obvious titles you'd think would be nominated aren't. I poked briefly around the site but couldn't find an awards rules page to confirm.
