I've understood that Varric wasn't going to be a LI for at least a month now, but can't remember where I saw that (which dev stated it). Still, I'm surprised that others didn't know until today.

Everyone seems to have forgotten about Gareth David-Lloyd's tweet in which he more or less said that those hoping for a romance with Solas won't be disappointed. To me, that's pretty much nearly a 100% confirmation that Solas is indeed a LI.

 

Solas and Vivienne are the last two - I'd bet on that.

I never expected to have Varric as an LI. I did hope for it though. There are some very devoted dwarf fans, and they've never been given a romance of their same race. For DAI we get human, elf, and even QUNARI romance. I'm sad for those fans that dwarf has been overlooked again.

Mark Darrah: Friendship I think is … I think we’ve become trapped by that, the word romance. I think friendship is … I actually regret that in Dragon Age 2 we didn’t have essentially that kind of bromance with Varric. He’s not a romance, but he’s, you can hang out with him and be your bud and have that same kind of depth. Some of our, what we would traditionally call romances in Dragon Age: Inquisition are falling more  into that camp where they’re not … they’re more in that friendship area.

There's been a few others I think, which is why I never really thought he was going to be a Li either.

Mainly because of Bianca possibly being alive and that it didn't seem like he was over her in the comics.

BioWare have been putting romances in their games since Baldur's Gate 2. In that time, we've been able to romance thirty-five humans, eighteen aliens of various species, six elves, two half-elves, a tiefling and a one-eyed qunari. And zero dwarves.

 

I'm not saying they'll never do a dwarf romance. I'm just saying that I expect to spend the next fifteen years as I've spent the past fifteen: waiting patiently.

 

It will happen some day, and I'll be there when it does.

That was origin story, not a full companion romance. All the origins had little romances like that. Not the same thing at all.

There's an interview with Mark Darrah and Mike Laidlaw where they confirm that Varric isn't an option.

I know it's been announced on twitter now as well, but I translated the actual dialogue in that interview earlier. Quoted below. 
 

There seems to have been a bit of uncertainty regarding whether the fan favourite Varric is available for romance. Is it possible to clarify today?

Mark: It won't be possible to romance him. But there is a reason for that.

Mike: I think this is the first time we say this, so it'll be you who get to face the tears of the fans. He already has somebody, so to speak.

Mike: It's something we've been very careful with. When we started developing Inquisition, we really took in feedback from fans and listened close. We went with our hunches about what people seemed to hold dear in the Dragon Age franchise. We know that if we were to remove certain features, we will disappoint a lot of fans. Varric is one such thing. Many fans wish to fall in love with him, while others do not. So as we say 'no' today, that is a 'no' based on a lot of thought.
