Those NPCs weren't ugly because of the engine.
It's because Bioware didn't bother to take the time and create proper background NPCs. I'm not blaming them, they clearly had better things to do with the short time they had to create DA2.

Thing is for me, I never noticed until others began posting about it; never affected my gameplay as I more story focused generally.
And based on a review, I am under the impression that Skyhold was around Haven; recall as I am curious as to how that city will appear in this game.

I was under the impression that the Inquisition is just based out of Haven at the start of the game, but they eventually find themselves in Skyhold, wherever that may be.

Yeah that's my impression as well. I am not 100% sure but i think the peace conference between mages and templars happening at the start of the game is supposed to be at the Temple of Andraste that you discover in Origins. That means that Haven is pretty much the best place to hide after the rift opening at the start.

I believe it was 100% confirmed that the meeting and explosion will happen at the Temple. It makes sense that the Inquisition then slowly starts to form nearby, in Haven. If you look at the Enemy of Thedas trailer you can see Dorian warning someone (probably the Inquisitor) about the Venatori, and it looks like he might be in Haven. Which to me sounds like the Inquisition, in whatever state it is at that point, quickly realizes Haven is far too dangerous and leaves for better headquarters, which they find in Skyhold.

That's the year delay you're talking about, though, Johnny. The recent delay of just six more weeks is the one Milady is mulling over.
Of course, without it, Inquisition would be far more likely to be a bug-filled mess at launch, the likes of which would maybe make those Cullen and Solas romance arcs glitch out on us to frightening extents, anyway...!
