Now, I've always thought the "200% weapon damage" thing was a bonus the particular spell/ability gives to staff damage attacks of the relevant type.... rather than the damage of the spell being based on the staff damage.

Is it just me that was thinking that? Maybe someone should tweet them that question.

There's no need. I asked a combat designer this question at the Edmonton Expo. All damage is calculated as a percentage of weapon damage.
