And though we can't say for certain it's Merrill, she is wearing gear that is pretty close to her DA2 Concept Art...

That concept art didn't end up getting used for Merrill, but it did get used for some of the other Dalish elves in DA2. If anything, I'd say that picture looks more like Ineria (one of the elves at Sundermount - just checked for the name, tried to take a screen cap, but for some reason wasn't able).
While it's possible that it's Merrill in that picture, I don't see it as being at all likely. It might match the armor shown in the concept, but in-game, Merrill doesn't wear that, and other characters do.

Ah, but perhaps because of this delay we shall be playing a better game. Think positively here. What possible harm can come to a game being delayed outside of marketing?
