Unlikely. The bonus content is also available for consoles, and consoles can't get a toolset.

Are the gold, silver and copper denominations, that are used for currency, still there in DA:I ?

They are not. We went to a single currency to simplify the UI. There and positives and negatives.

Gold only: Shorter, cleaner UI, easier to teach, easier to balance Gold, Silver, copper: Easier to escalate drops, more fictiony

No. He has left her by the beginning of the game.

It's concept art. For all we know it's art that was made earlier than what you see on the cover of The Masked Empire. Which is actually in-game. In this screenshot right here:

But it is concept art to show off the visual style of a faction. Place in this art tells you nothing about the game, especially because the art for the Qunari and Chantry factions featured the Arishok and Meredith respectively, one of which was potentially killed by Hawke and the other certainly dies in DA2.
