It's concept art. For all we know it's art that was made earlier than what you see on the cover of The Masked Empire. Which is actually in-game.
Several dresses and outfits shown in this concept art are actually in-game, plus we've seen that concept art of Celene before, and I highly doubt Celene will have long hair as featured in her portrait simply because Bioware and long hair do not get along.
I hope he will be different too. Because he is the ugliest character in DA.
We have no idea of what either Michel de Chevin nor Gaspard de Chalons look like. We've never seen them ever before, not in concept art, nor in game. The book only had an image of Celene.
But it is concept art to show off the visual style of a faction. Place in this art tells you nothing about the game, especially because the art for the Qunari and Chantry factions featured the Arishok and Meredith respectively, one of which was potentially killed by Hawke and the other certainly dies in DA2.
Yeah, this slide was meant to represent Orlais. What they look like, what their clothes look like, etc. Basically, what you see is the art style of Orlais specifically. We only know Celene is Celene because we were already told that, months back.

That is true, but I was particularly referring to her being so pale. It may mean nothing for the game.

Though my fear is that the main villains of DA:I only has the good old "Powerhungry and pure evil" characteristics lacking ine human flaw side like Loghain.
