well. other games on the X1 are able to get to 1080p. so it's not like it's impossible.

with the potions you have being limited do party members drink automatically? Is there an option to stop them if so?

Yes! Can set what health% to use one at, disable them if you have less than (X) potions, or have them never independently use them.
