There are populated areas, but we're focused more on wilderness this time around.

^Yeah, I figured something was up. Hopefully that view of the winter palace grounds(?) that we've seen is at least partially explorable.
But didn't we see a screenshot of Val Royeaux... Or was that another city?

We've seen concept and maybe shots of it in the distance, but I don't thinks we've seen any urban areas.
My guess is we will go to Val Royeaux for certain missions, but it won't be accessible through normal travel. So it will be more linear, less open, than other areas. Or we will only get cutscene's there (and maybe a dungeon or two).

That's kinda lame, we've had Val Royeaux described to us for so long, but now that we're actually in Orlais we can't go there ourselves? :/
Bah - Skyhold is the only place civilization remains... from there, it will spread out to reclaim Thedas from madness.

any plans to be able to preinstall or preload DA:I before release?

Although if we're going to Halamshiral but not Val Royeaux, I wonder where we meet Gaspard. I assumed he'd have taken Val Royeaux, but I guess he's probably out campaigning.

I knew there would be no Val Royeaux, but it still makes me sad :'( Oh well I can deal with the wilderness!
I still think we'll see bits of cities...just not an entirely explorable one. We meet Sera in Val Royeaux, apparently, and in the latest video it looks like a city. Plus, we've got the ball. And we've seen some screenshots.
I think it might be a little like BG2 or something; we'll get chunks of the city, but by no means the whole thing.

About the cities:
They said they focused on wilderness, not did it completely in the wilderness. I'm sure we'll see cities, but it might not be a true 'zone', instead it might be more linear and less open, as a true open city would require a whole lot of resources, it is much more complicated than a wilderness scenario. For certain quests I expect we will venture into Val Royeaux or even Ferelden Capital (brain fart at the moment), but they might not be as explorable as the Hinterlands, and other zones.
