Here's a suggestion for people who have a twitter question but don't want to make an account, to try and limit it asked in here.  You can PM people on here, PM someone who posts tweets with your question, if you get an answer they will most likely then post it in this thread.  It'll cut down on those posts at least.

It was asked during one of the twitch streams and Mike said they were not getting into that yet. As far as I am aware they still have not addressed it, but 3 more weeks and we can all find out for ourselves!

I'd guess "behavior" would set a generic preset role for the AI like "ranged", "mage" or "tank", while "tactics" is the more detailed one with a gazillion different conditions to choose from as prerequisites for each skill to be used.

Behavior has traditionally been the option that decides how the character reacts to nearby enemies such as:

 

Ranged: stay at range

Aggressive: attack if enemy in range and don't avoid AOE

Defensive: attack only if attacked in melee and avoid AOE

etc..

 

Tactics have been options that decide what the character does to nearby enemies when certain conditions are met.

If enemy is elite or higher -> Cast Horror

If Mana < 50  -> Cast Rally

etc...
