nope, thats the same fereldan frostback that always appears at the entrance to lady shayna's valley. the only reason the name shows twice is because its being targeted.

Yeah they've said 10 hub areas (not counting cities and story zones, apparently o.O), 1 dragon to take down per hub area, and there is an achievement for 10 dragons. Soo... 1 per area yup. Don't think they respawn either, they're kinda the ultimately challenge in that hub area I believe. Frostback being lvl 12 is probably the lowest of the dragons. That said I wouldn't take that lvl as the only factor to how difficult it'll be, probably has a ton of HP and does a ton of dmg too letting it hit above its level.

In a recent interview Mike said the animators worked on each dragon for one day in a 2 to 3 week cycle, which puts the number of dragons at at least about 14 or so.
Perhaps there are 10 wild dragons and 3-4 story dragons or something.

Things change during development. I can in no way provide a link, but I remember hearing one of the devs say 20 DRAGONS, but that was more than a year ago. Plus wasn't there one area (in one of the hub worlds/zones) that had 3 dragons in it as well?
Well, like I said the achievement for dragon hunting is 10. I haven't heard about 3 in one area yet. I mean, it's possible theres more dragons to hunt then the achievement requires, but it just kinda seemed like a collection related achievement you know? "Hey there's 10 of these out there to find and hunt down, go get em" not theres like 12 or something and you only need to get 10? I dunno, BioWare games have done that before though so guess we'll find out in a week.
But hey, at least 10 dragons!

Just because that's what qunari typically do it doesn't mean Sten would be okay with that
Not to mention that if he was following every qunari rule then he'd probably killed himself and Wynne and Morrigan right after encountering them
