Do you need to have all prerequisite skills to gain a skill or does picking only one gives you access to the next skill?

Only one. Lets you choose your path towards the bottom as you like.

Might be an odd question, but do Weapon Tree passives require said weapons? Warrior Resolve for instance doesn't state it does

Passives are applied regardless of weapon equipped, Makes for more interesting build possibilities.
