As I pointed out with the links earlier, several of the art pieces in World of Thedas had already been shown off as environmental concept art from DA3.

The "inquisitor" in that picture is actually hawke. He's wearing the fugitive's mantel armor (DLC)

So I support the "they are using scrapped chatacters for DA3" idea. They probably have tons of characters that the writers have come up with, but decide "___ doesn't really fit into this storyline, we'll save them for later"
Looks absolutely nothing like Hawke, or the Fugitives Mantle.
Plus those companions, they aren't like anything we saw in DA2. It's clearly not a DA2 concept art.

Is it in World of Thedas? I haven't finished it yet.
Looks super cool. I think it's more obvious than ever who the companiosn are going to be. We've seen those familiar chars in too many concept arts for it to just be a coincidence. Unless they are just using them for concept art, but that seems unlikely for some reason.
