Matt Rhodes told me at the end of October that it's still in the works but that it's out of his hands and he doesn't know whose hands they are currently in.

If you meet Hawke in DAI, the game will check if you have a custom world from the Keep. THAT is what triggers face customization for Hawke.

Hmmm, figured it would be a tie in to Varric:  Varric retelling the story of the Champion to your Inquisitor, and then the customization kicks in for Hawke.

I think it's just another way to call out your character - you call him Inquisitor or Herald (of Andraste).

You can't customize Hawke if you use the standard default world state. If you use a State made with the Keep then you can customize Hawke.

 

It doesn't matter if you used the default face before.
