No, MP DLC is paid for by microtransactions. That's why it's free - also, because paid DLC would fragment the player base, and they want everyone to keep playing to keep the revenue up.

 

Singleplayer content has almost always had a price tag attached to it, in Bioware's games. If you think the price is too high, just don't buy it.
