You can never encounter him, you can fall into the trap and never help him, you can help him then tell him to ****** off... and after recruitment, you can turn him over. (He can also run after Hadriana but you might reunite with him if you go there? idk).

If you side with the Mages at the end and don't have enough friendship or rivalry points he sides with Meredith. If you can't convince him to rejoin you, you're forced to kill him.

Whether or not Fenris is dead doesn't matter.
Bioware has shown a willingness to have a replacement character (sometimes with limited or exclusive story consequences compared to the other guy), if necessary to tell their story.

I killed him every time, I couldn't stand the emo. If he sides against you at the end he seeks you out and you fight.
