If it contains some story led quests, they may have to wait until the Microsoft exclusive period is over before they can release it to everybody.

As far as I'm aware the Microsoft exclusivity deal only applies to the first singleplayer DLC, which is Jaws of Hakkon.

I wonder what would of happened if they'd released BE first, would it of counted towards the deal, or did they plan ahead and say no this is what's going to count, anything else is incidental. Might of been decided it was safer from a legal stand point to wait

We don't know if the deal literally specified that Jaws of Hakkon would be the Xbox-exclusive content. I hardly think it's an issue with the Black Emporium messing up Microsoft's contract.
They released the storage chest to all players as part of a patch, even though that was free "downloadable content".

Did they though? Does anyone have proof?
The closest we have is them mentioning it as being part of the Patch 5 beta programme, which many read as 'they're releasing it as part of patch 5'. After which it was delayed to act upon (unspecified) feedback.
I was excited of the idea of it being a free feature, but the more time passes without any official confirmation or news about the BE, the more I think it was just misinterpretation.

There was no story or quests involved with the chest though, it was just a chest, one minute it wasn't there the next it was. I think that they will at least have to add some type of story or quest to the Black Emporium to explain what it is to new players who don't spend large amounts of time on the BSN.
Could that have effected the deal that Microsoft had for exclusive story/quest based dlc?
I don't know the answer to that I'm just putting a possible reason forward as to why it won't be released for another 5 or so weeks.

JoH Difficulty: Normal, and easy, however, remain closer to the core-game experience. I think it's a positive change, but happy for feedback
Note that installing JoH will not make the other areas more difficult on higher difficulties. It's a localized experiment.

There’s challenging and then there’s damn near impossible. 2-3 hits from archers on nightmare kills you even if you have full barriers, guard and health.

Pretty much, I was spamming static cage and pull of the abyss as much as possible but all of the enemies in the DLC have a lot of health and deal far more damage than your entire team can not to mention the big bruisers seem to be immune to any of the stun abilities/potions and can freeze you on the spot with one hit. The combat in the DLC very quickly crosses the line between it being a fun sort of challenge to a frustrating challenge.
