Most likely. I haven't seen the quote but I resigned myself to assuming there won't be one pre-launch.
It's a shame, since expansions seem to have had somewhat of a resurgence of late. Going the digital-only route would help offset productions costs, too, I imagine. But I am just a fan, not a man well-aware of EA's business models. 'Tis what 'tis.

The exact section reads:
"Although he wasn't able to confirm anything, DLC will likely be comprised of sandboxes -- large new areas that players can wander around and complete a main quest in, but also find sidequests for. There isn't going to be another expansion like Awakening though, sadly. Darrah said that it was 'far too much work, and very expensive, as everything has to interact with the original game.'"

Patrik Karlsson is a veteran character artist who has worked on games like Syndicate, Brothers: A Tale of Two Sons, Darkness and Riddick. Here, though, we’re looking at his work on Dragon Age: Inquisition.
I love blank 3D models for the same reason I love black & white sketches; colour is nice, but with a blank slate you can really see the detail that went into these characters.
