I find that bizarre. I've never heard of a company who isn't allowed to hype their products.
it’s not that they’re not allowed to hype their products, more they can’t comment on stuff that is still in the pipeline before being given approval by someone higher up. NDA’s and other legal contracts can be very restrictive in what one can say and do relating to unannounced projects so a lot of dev’s err of the side of caution and say nothing at all. No way of inadvertently breaking an NDA or leaving yourself legally liable by giving some info about release dates and such if they say nothing.
As I’ve been saying in other threads we should be getting info about the next DLC later this month/early next month if they’re sticking to the DLC every 3 months schedule like they have with previous games. However I’m starting to wonder if they’re waiting for SDCC to announce, they’re going to be there in some way so if they’re doing a panel there would be no better place for a DLC annoucement.

It already did in my opinion. I have like 3 people on my PSN who still play Witcher 3. The rest is busy with TESO and Destiny. And E3 is done. I guess we can expect some new info soon.

T_T... I have probably thousands of hours put in ESO and 4 VR14s (one in each class), but now everybody's playing it on consoles, rather than PC it seems ;_;

It can quite easily be an NDA thing. If the people higher up the game dev food chain start to see the openness displayed by the dev’s in the past as a hindrance, which it could be argued that is has been in the past particularly during ME3’s ending debacle, then they can make the NDA's a lot stricter and they can do this as and when they want to without running it by the dev’s.
The studio I work at used to be very much like Bioware in terms of openly talking to the fan base but one of the studio heads didn’t really like that and said in a round about way that it undermined the marketing they had planned for various projects and changed it so we couldn’t really talk about anything to do with the projects we were working on on social media until it was released. It could’ve been a lot worse though, it started becoming rather Orwellian in the studio at one point, he wanted every developer in the studio too delete all social media accounts and only use the office email, which they can monitor, for both in office emails and external emails.

That's unfortunate. I like devs that participate in the community. I also would have thought the potential hype generated would out-way people twisting their words too, since that always happens regardless. It's either get hype and get words twisted, or get words twisted and hear complaints about having no info.
That's really bizarre, sorry about that. I hope the gaming industry isn't overly legally... constrained as we go.
