Unlikely since he can be dead in peoples playthroughs, doubt they’d want to bring back a character like that just for DLC. Then again I suppose they could pull a fast one and give him the same abilities as the elder one.
I don't think that killing a Big Bad in a dlc means he can't come back. Think about for a minute.

Agent & Inquisition Goals:
All hell is breaking loose in Thedas, and the Inquisition needs your help! From June 26 – July 6, you’ll be faced with a series of challenges: Survive matches without dying, accumulate match points, kill all manner of demons, Venatori, and red templars, slay dragons, and use every weapon you can get your hands on!
Check Multiplayer Mode daily, because the new challenges are right around the corner.
Agent Completion: Agent awarded a Commendation Chest.
Inquisition Completion: All agents awarded a Victory Chest.
Mission: All the Challenges begins at 10 am PST Friday, June 26, and ends at 5 am Monday, July 6.

Only just found out that the challenge is lasting a lot longer than usual, strange choice if there's nothing new coming soon. Also the challenge ends the day after the Montreal Comic Con ends and Bioware are going to be there in some capacity so maybe they’re going to reveal something there?
Hm, it does sound like this could be leading up to something.
I really wish I played multiplayer more, because I need to find time to level a character now if I want to take part in these challenges.
