It should be. I'm pretty sure the guy who first posted about it in the MP forum is a PC player, but I could be mistaken. Could also be a regional thing, such as available in North America but not Europe yet?
No, some past patch notes have been ginormous. This is one of the smallest I've seen. As far as difficulty of adding new MP modes - I have no idea, not a game dev.
It is available and live in Europe.

Origin warned me that the game would be unplayable until I download the update and it also reset all my mods. Mod Manager is no longer working, either. This leads me to believe there's some SP stuff in the patch, as well, not just MP. Anyone know where we can find the notes relating to SP?

I don't believe there are any SP notes....yet. So far they have only listed MP stuff. That doesn't mean there wasn't anything for SP included in the patch, however.

Well the ps4 notes were slim and only two sp fixes, that were rare. It wouldn't surprise if it is a mp dlc getting announced soon..sadly

If it's gonna be about the "Rise" of the Venatori, why on earth didn't they do it BEFORE Inquisition came out?! Would have made Venatori much cooler instead of "oh, hey, here's this cult you've never heard of, be concerned!"
