Not necessarily, for the first time ME and DA are using the same engine so they could quite easily have shifted people over to work on the project despite it being manly developed by another studio. It’s very common in AAA game dev to have multiple studios working on one project if they share engines, just look at Assassins Creed. One studio will be the head of development but other ubisoft studios will be brought in on the project to meet deadlines or handle different elements of the game like multiplayer. Also the new IP still sounds like it’s in the very early writing/world building stage so they won’t need many dev’s, maybe just a handful to create some early prototypes and I highly doubt they would’ve started on anything to do with DA4 yet given we're still in the post-release DLC stage, even if they had the only dev's that would be being used would be concept artists and writers.
Precisely. Cross-studio work seems pretty common for BioWare, actually. Here's some fun trivia: ME3 was largely developed by Edmonton, but the MP portion was created by the Montreal team. Then the team in Edmonton was actually the live team maintaining ME3MP and creating the MP DLCs, while Montreal shifted focus and made the Omega SP DLC (I am unsure if they or Edmonton made Leviathan SP DLC, but I'm pretty sure Edmonton did the Citadel SP DLC).
So, really, they cross back and forth a lot.

Well the DAI dev team was originally made up of a few hundred people, probably around 200-300. You don’t need that many people working on DLC. The dev team has probably shrank to maybe 50 – 75 now so maybe skeleton crew was the wrong term to use.

Well, yeah, I know the dev team usually shrinks after release, i just thought skeleton crew was a bit too far.
With nearly all EA games running on Frostbite I assume that all the internal studios help each other in one way or another.
Like for an example the character rigging work Edmonton did for Inquisition could be then used to add more diversity to the species in Mass Effect Andromeda and vice versa, adding to a mass library of resources developers can pool from. At least thats how I recall it working albeit a more simplified way of saying it also (in theory) it means they don't have to make rigging for elves, dwarves and qunari from scratch every game from now on.

I recall reading about that actually, and not just within Bioware. The Inquisition devs worked with DICE while modifying the engine, so engine features developed by Bioware devs could end up being used by other EA developers entirely (&Vice Versa).
It will be exciting to see what the next Dragon Age will be like after I assume 3-4 years worth of stuff from other EA studios, Mass Effect Andromeda and maybe whatever new IP the old Mass Effect team is working on with the extra bonus of no 10 year old consoles to hold it back and hopefully the lessons learnt from Inquisition *cough* lack of cutscenes, static maps *cough*.

Which looks completely different to the ~leak~ that was being talked about a while ago.
I wonder if there might actually be two more DLC packs coming? That would be cool.

With the dwarves' connection to the Imperium, them influencing a lyrium door lock Alexius uses makes sense. The door to Solasan... more evidence the ancient dwarves and ancient elves were buds, I guess?

Doesn't stop EA announcing it at or around their event, more people are looking at gaming news then so its a perfect time to sell DLC they only need to show a trailer and get BioWare to write up a blog post or just start selling it.
