I'm not sure if it's her but one person working for the Inquisition had a somewhat shady past ,you could read about it in WOT2.

Totally off topic but as someone who has trouble absorbing info from text (thanks to passive ability: dyslexia) I wish lore was expanded on with other things than just books.

 

Anyway on topic isn't Charter the person who runs the Crestwood keep? I could see her getting a promotion but to Spymaster and advisor for the Inquisitor? Not sure.

Don't worry the Inquisitor will vanish (but totally didn't, probably looking for a way to remove the mark or something, over there out the way, not near you at all, shut up about them!) between the final DLC and what ever the next Dragon Age will be.

Well, she is Leliana's right hand. Also you can meet Charter at Haven, near the house where you wake up. She's there talking with another scout. Tho I would call it scolding...

I checked the book , and Charter could be the "Black Hart" a spy who got involved in numerous thing under different alliases.

So she would fit the bill for a spymaster .

My question.

I nominate Scout Harding, as she is able to travel great distances quickly, and has the skills needed to avoid capture and damage. If not, then Sandal; could not find him myself in the entire game....

Good question!

I hope we actually find out and this isn't a 'it would be interesting to see in some future content... in a codex... in DA4.... maybe....' type of thing.

 

It would be beyond my expectation if the new spymaster would be introduced in a codex, considering that only part of us made Leliana the Divine, and the spymaster would be unlikely to get involved in future content.

Probably Charter. She seems to be Leliana's second in command.

It will most likely be Charter if the info about her being the black hart is true. Harding, despite being a fan fav, seems unlikely. She is best at scouting out new areas and finding out information not dealing with all the politicking and skulduggery that being a spy master entails.

Sandal excels here, too. Has been to the Circle and Orlais; gets invited everywhere. He is underestimated frequently, is able to defend himself, has a nice side business that seems well supplied, and is available when desperately needed. And again, hides extremely well.

Oh, oh, and proving grounds, where we can fight random enemies, and fish tank the inquisitor could ruin, and random minigames, and have one night stand with team mates who were originally not interested (Vivienne and Varric and ... thats pretty much it, really).

On Page 261 of WoT Vol. 2, there is a description of a master spy called The Black Hart. The entry mentions that the Hart's last known alias is Charter.
