That part's been pretty inconsistent across the games. Didn't Hawke pick up and toss that pure red lyrium idol in DA2?
Actually now that I think of it, the games have been pretty consistently ignoring that bit of the lore
I guess the only argument you might make for the idol is if it was considered "processed lyrium".
But yeah, there were lyrium veins everywhere in the Deep Roads you could walk right up to in DA2... 
Wynne had that big pitcher of raw lyrium that resulted in a group Fade dive in Asunder. I'm just gonna assume the Deep Roads lyrium points work in a similar way from proximity rather than actually touching them.

Na, the DLC is about the second moon Satina all this deep roads stuff is a ruse.
(I mean the moon has been absent for 3 games now, its about time someone investigates it and no-one would suspect the Inquisition I will see myself out!)

Yeah, not to mention the bit about red lyrium being more nasty if you smash it into pieces from DA2 but Varric wants us to smash it into pieces in DAI in order to get rid of it. Lyrium lore is a bit dodgy, it seems.
