If he is, he hasn't announced it I don't think.
I'd bet they're at a stage where they are still building the core story. Too early for other teams to come in and work on things yet. Artists and environmental building can't happen until they know what the game is about, ya know? Or at least that's how I personally think it might work.
Artists could start their own design research if they know some basics. I mean, they're not going to pay artists to sit around with nothing to do, right?
For example, if they know the general hub location that is planned, they could start iterating on diversity with the established styles. For example, if they knew for sure the bulk of the game were happening in, say, Tevinter (cough), and they have some things already established about the fashion and architecture from Inquisition, artists could start drawing lots and lots of iterations of buildings and clothing even without knowing specific locations or characters.
Unless those artists are working on other games. I would expect that maybe a few core team members (or even just the lead artist) could be doing this kind of research, though. Maybe even helping with making decisions on where to visit in the next game.

I think either Patrick Weekes or Mike Laidlaw explained once shortly on their tweeter that leads usually don't get involved with other projects, but stick to the ones they're assigned to.
