Ok - so I have around 360ish hours logged across 3 complete and 1 ongoing playthrough and I have a question.

Once you get Elite Clientele perk, it opens up at the basement of Skyhold.

I didn't buy that perk, so that explains that.  I like that there is a Scrooge McDuck tophat perched on one of the piles.

It's also worth noting "Lord Trifles Minutiae" (Quizquistion Quest) likes to appear in the Vault and I don't think I've ever been able to complete that quest without it...

^ Yes, from what I've observed, if he spawns in the vault he will stay there until you can unlock the vault and talk to him, after which he will spawn somewhere else later on to continue the Quizquisition.

I suspect there's been an update that changed his behavior at some point. In the early days, I could find in a number of different locations. But somewhere along the way that changed and now most of the time I find him in vault or occasionally on the top of the mage/templar tower.
