So why did the humans as an entire race enslave the elves as an entire race? Why keep them as slaves for millennia? When Andraste challenged Tevinter, the elves were the first to answer her call because they were still all slaves and desperate for freedom. While there were also human slaves at the tie, lmost all accounts at the time point to elf = slave.
When you talk to Fenris about Tevinter, he'll mention how their Circles didn't last because the Templars weren't trying to control poor peasants, but the scions of the most powerful families, that had nursed magical talent for centuries. Again, all signs point to elf = slave at the time, and the magisters were already trying to inch back their power. I just don't see them willingly losing more of it by offering their coveted positions and bloodlines to their slaves.

As do I, though the cynic in me still doubts the elven parent was an equal to or magister like the human one.
In Tevinter, slaves are not always... untouched by their masters, and that coupled with eternally human offspring creates a potential to reap the benefits of elven magic in their bloodlines
without giving up their racial superiority. In many past cultures, children of slaves and concubines could inherit if they were the
right gender or whatever. (Dwarf noble-hunting, anyone?)
Just speculation on my part, but I still find it hard to believe. People in power don't share it, and Tevinter is not known for sharing its power.
EDIT: So far, there doesn't seem to be a clear answer either way, but this is my interpretation.
