The safest bet would indeed be Shale.
Which is why an argument could be made that it's a secondary/tertiary character from Origins. Although, I suppose they could mean Anders, but that's kind of overkill.

Dunno, Harrowmont dies and Bhelen can only get fatter from eating too many nugs. Loghain? Other than the taint I can't think of anything else. Anora? I'd love to ****slap her again, but how could she have changed dramatically?
EDIT: Ooops Harrowmont may be dead in one of the epilogues, but if he still lives, then I can't see him changing to much.

Whereas Shale would get a completely new form, which WOULD be a drastic change.

The wording is from someone's notes of the panel though. It's... not really useful to read too much into someone paraphrasing an off-the-cuff comment from a dev.
Still guessing Cullen too, though. Someone a while ago suggested he'd be a changed character considering he survived both the mages in Ferelden and the madness of Merideth in DA2. If he shows up in Inquisition, it's with a unique insight into the mage-Templar conflict.

Wynne and her were on a quest to cure her from the golem thing.
Anyway it didn't work like Wynne wanted and they got caught up in other troubles.
So Shale is there somewhere ,and she wants to be a dwarf again.

Since we're playing the guessing game having Shale return would be delightful, especially if she is now a squishy dwarf, so I'm hoping it's Shale. Maybe she can become an agent. Plus, I really want to know what she has been up to.

Because I don't think they would create buzz around Dagna's new hair cut and dye, or Herren's new nipple ring.
Mine is just speculation, of course, but I think it's more likely they were talking about a major character.

Anyway ...better wardrobes ...well except for Morrigan , they all had generic clothes.
