This guy, he was shown as an example of outfits in DA:I. Many people (including me) didn't realise at the time that he's actually a companion, the bald elf mage that was in the Discover the Dragon Age video.

The clothes look more like different versions of commoner clothing and they had bald men for stand-in characters before in DA2.

David Gaider mentioned it on here earlier today. That's why it was confusing - everyone thought it was a placeholder character, but it's actually a companion.

Probably more chance for the Bald Elf Mage, because it was shown in an official capacity that isn't a concept art twice (the latest trailer and a blog in december).

The first thing I thought of after reading that was this picture.

The companions who hate 'nature' are going to be with me every step, specially the rainy days.
