Really? I played the ESO beta a couple weeks ago and while I was able to make pretty faces, there wasn't much variety to how distinct I could make them.
Despite the lack of realism, a character creator that comes to mind that gives a lot of options is Saints Row.
Um guys, underwater vegetation could exist because it's visible beneath the surface as we travel along lakeside paths and such...

No way. Dragon's Dogma's chargen was much more comprehensive.
I don't own it since I don't have any console but I did make a character on a friends PS3 just to test it out(I'm a fan of CC's) and while it does provide a ton of options most of it is completely useless and there's so much redundant stuff, while it may not REALLY be redundant, they're so similar it seems like the same thing.
ESO definitely provides one of the best character creators, I think it's the best. You can make very good looking characters and while I hardly played the game I made 3 characters(will make another this weekend), just to see the results and they've all been very different looking and for the most part the results are much better than Skyrim(I like Skyrims beast races and Elven races more, they look much more unique to me in Skyrim opposed to ESO).
