I don't own it since I don't have any console but I did make a character on a friends PS3 just to test it out(I'm a fan of CC's) and while it does provide a ton of options most of it is completely useless and there's so much redundant stuff, while it may not REALLY be redundant, they're so similar it seems like the same thing.
ESO definitely provides one of the best character creators, I think it's the best. You can make very good looking characters and while I hardly played the game I made 3 characters(will make another this weekend), just to see the results and they've all been very different looking and for the most part the results are much better than Skyrim(I like Skyrims beast races and Elven races more, they look much more unique to me in Skyrim opposed to ESO).
The character creator is very similar to Korean MMOs character creators, but is subpar in comparison in my opinion. I will also agree with the other poster who said Saints Row CC is better. Now, what I'm personally disappointed in TESO is about the hair. So awful.
With my male characters, I just choose the shaved head option as it seems like it is the only viable option. With the females I have two favorites with a possible third that I am not sure if I really like or not. I've sadly have had better hair choices in pretty much every other mainstream MMO I have played. Though, I will be there this weekend and at the 5 day headstart. =)
