Where was the source that said there'd be DA3 info in World of Thedas? Or did I just imagine that someone said that?
(I know that a dev said Ben Gelinas assembled the book from their internal wiki, and it looks mega-fantastical-amazing, but I don't remember any mention of DA3?)

Anyone can edit it. Anyone can add content. Anyone can make up information. If there's no other sources cited, it's not real or legitimate or accurate.
Just because something appears there does not mean it's real, in any regard.

I don't recall that. I remember Cassandra being made the Right Hand of the Divine, but I don't recall her being named Grand Inquisitor.
She doesnt get named, the Devine hands her the Inquisition book (same one she holds in DA2 I think) and Cas says "How may i serve". My theory is it takes a couple of years or a decade to get the inquisition prepared. Which makes sense as the Devine tells her "We must be prepared" .
But I cant mistake that tome with the Inquisition symbol all over it. The very last scene

But Dawn of the Seeker happened a few years before DA2, so surely if the Inquisition had already been reborn then we would've heard about it in the game?
Weird thing though in the movie the Templar Commander says at some point "So events such as Kirkwall never happen again."
