Well it's more that cities can be given an instance-based treatment rather than being explorable to the degree that we've previously seen if it is decided that keeps are good enough and plentiful enough for all merchants, et al.
I'm technically illiterate, but I imagine giving cities their own maps (with loading times) would solve one the problem of level streaming. Given that urban environments seem much more memory-demanding due to the amount of stuff that needs to be rendered compared to outdoors, I'm not sure Frostbite could pull off a large city that was sitting in the corner of another huge map.

Despite the recent pruning of our expectations, it is good remember that there's still a whole shwack o' goodness packed in this game.

The game levels they've shown have been huge and very impressive, but at the same time it is disappointing to be told the game is so much smaller after taking OXM seriously and believing the game would include Nevarra and the Free Marches too.
I'm sure the game will have loads of content and things to explore - it's supposedly the biggest game Bioware's ever done - but it's hard not to be a bit let down when such an official source gave out such exciting information.
As a journalism student, these kinds of things drive me nuts. How on earth are these guys even getting paid? It's not that hard to do some research and confirm things in your story, especially when it involves giving out new information. Come on, readers were going to find out the truth and call out the mistakes eventually.

It does suck that Navarra won't be in the game, really.. REALLY want to visit it but i'm not that disappointed. After a couple of disappointments in the past regarding games i'm just sticking with "nothing is true unless it's in the game". That and confirmed with lots of evidence have so far been quite helpful. Being disappointed really suck!
