I am sad that this all but destroys any possibility of the Templar knowledgeable character being Evangeline.

There's still a very good chance of her being in the game in some capacity IMO. I suppose Bioware didn't want to set up the Inquisitor with a character or two who were already in love, nullifying the chance to create another LI for those who view DA as a relationship simulator.

Cullen confirmed by Greg Ellis, his VA. We don't know yet whether he's a companion or is appearing in another capacity, but Ellis has recorded 20 hours so far.
