Fan feedback is ultimately non-binding, but it just makes sense that the more BioWare hears about some suggestions, the more they will be considered because it means more people are interested in that particular feature or idea. That does not mean, however, that the loudest, most obnoxious, and most frequent users will have their ideas considered more than others.
