Mine are all focussed on story and character, I'll leave gameplay to others:
1. A story that revolves primarily around relationships between the main characters and the groups they represent (or issues / factions they stand for) rather than around an external threat. Of course you can have an external threat as a focusing device, but personally I've had enough of saving the world from ancient thises-and-thats. This was one respect in which I preferred DA2's story to DA:O's, at least for much of its running time.
2. A story that hangs together and feels like it progresses. Origins did this more successfully than DA2, which eventually seemed to run into plotting troubles in the final acts. DA:O had superb ending(s) I thought. And it sounds like one of the lessons from Mass Effect 3 is that a story that doesn't get locked down early enough by the whole writing team is likely to cause problems.
3. Top-flight voice acting, allied to a script that lends itself to top-flight voice acting (rather than the feeling that people are patiently and laboriously reading out loads of exposition).
4. I also really do like having a fully-voiced protagonist, though I know this is ultimately in tension with lots of players' desire for a fully customizable one. I do like having the option to play female, though I know only a minority of players do - I'd very much like to see this option kept up.
4. Flemeth. Once you've had a cameo in the second game for such an intriguing and ambivalent figure, you need some significant pay-off in the third. Plus, Kate Mulgrew certainly has the voice acting chops.
5. I want to cry at least once, preferably more than once. Not saying it has to be TellTale's Walking Dead Ep 3 levels of utter misery, mind. But I like it when a game gets me in the gut.

Yes the sneaking in MOTA was bad but to be fair it was a DLC and there is only so much you can change the engine in a DLC, If Bioware is implementing proper stealth gameplay in which you can scout the battlefield and see all enemies then it will be designed from the start.

1) I don't even know if this is possible, but I'd love to be able to import my characters from DA1 and 2, to be a part of my posse or a significant part of the game somewhere.
2) This plays into my first choice, but in DA2 when the game ends and the Seeker goes off to hunt down the Champion of Kirkwall and the Hero of Ferelden. I want that foreshadowing to be meaningful to the the plot of DA3. I want to know about why they are being sought and what role they play.

1) Cameo's for notable characters from previous games, maybe a few of 'em as teammates. Even if only temporary. I definitely want to see more of Isabela and her crazy ways.
2) Plenty of humor and wit. It helps to keep things a little light hearted.
3) Lots of party banter, I really REALLY liked that a lot from DA2.
4) Wrap the story up properly, do not introduce major new characters or elements in like the final 5 or 10 minutes and leave the rest up in the air for people to speculate on.
5) Don't ditch the skill trees for something entirely new and different, you've got a good thing going. Improve the system where you can but don't throw it out for wanting to do something new and different. I'm looking forward to seeing what tricks the new spirit healers will have up their sleeves.

I want a ton of things from DA3 which I have listed in tons of posts around here already. My main ones however, would have to be:
1. Different backgrounds for characters (Origins);
2. Much more interactivity with companions (going out for drinks with the team, going on dates with your LI, that type of thing);
3. More varied locations to visit and different enemies with varying behaviors (bandits fight without rules or bounds while knights fight honorably and with finesse);
4. More than one romance scene/date to make the romance feel more realistic and meaningful;
5. More than one way to solve a situation (too often in DA2 I was faced with a few situations where I only had one or two ways to handle something that came up, like the blood mage at the brothel);
6. Having an upgradable player home or base;
7. Banter. And lots of it;
8. Party members having relationships with eachother and having actual conversations.
I'd also like to see more females in general. Qunari or dwarves. Both if possible.

About DA3 story development:
I really like to see a story like in the original Icewind Dale. The plot was classic (saving the world threatened by uber-evil) but the story development was very good. The story practically unfolded under your eyes; in each location you uncovered lore bits deeply related to the main story and destined to make you think continually about the plot. It was like a RPG and a detective game combined. Even the seemingly insignificant side quests at least offered important lore bits, or were made interesting by possible implications. For instance in Kuldahar the innkeeper was missing. My reasoning was: missing possible related to the main plot. It turned out to be a false alarm, but it seemed important to investigate. Not like some fetch-and-carry side quests. In the same location, an insignificant quest for a stolen heirloom leads to a location with important lore. The game was completely linear, no NPC banter, almost constant battle. I never cared, because of such a compelling storyline.

Everything else Bioware has a good track record on. I would also like them to do a sandbox type DA game but between ME and DA we've never had that so I doubt that will happen.

Modes/Stances where you can *really tell* whether it's on or off--and you won't want to have it always on. 10% is usually undetectable. 35%, on the other hand . . .
3. Hand off one of the romances to Mary Kirby.
4. Ability to have a hotbar where I can put ALL of my companions abilities, not just whoever is currently highlighted.
5. Ranged and melee options for everybody. And bring back the dang weapon sets. And give me an icon I can put on the hotbar to switch sets for a given character. AND tie a tactics TO THE WEAPON SET.

1. Bring back shapeshifter, but make it meaningful. Like, say, using your shapeshifting Mage to get into a locked room via mouse hole if your rogue is not skilled high enough.
2. The Mirror of Transformation. I loved that thing.
3. A tweaked Friendship/Rivalry system, but don't make it lock once it's maxed out. I want to be uncertain of my companions loyalties. Maybe a combination of approve/disapprove and friend/rival?
