Considering that the Dragon Age series was a game about importing your decisions and has an open ability of importing your characters; I'd say that option is always up for debate.
I disagree that the series has been about importing your decisions.
The first game has many plot elements that explicitly handicap game imports that make it very challenging to work around from a game import process.

You can forget about DA3 looking like this.
Not only because this a PC image and the will likely be console first, but because BF3 is flooded with scripts, which are easier to handle than active worlds.
That is, unless, they release DA3 on the next gen consoles.
From a graphics point of view, whether or not the game is using "scripts" is pretty inconsequential.

It's an EA engine, so maybe because it's easily available for the devs?
It certainly has its perks. I think there's already quite a "teamwork" element going on in some of the collaborations that have gone on with DICE. They continue to work with us on some aspects of the engine based on our needs, while we continue to add to the engine and make it more versatile in their own rights.
In this case, Frostbite 2 becomes more flexible and potentially allows other studios to leverage the gains that we contribute as well.
