I think story wise, Morrigan and Lilianna make the most sense, with the events of both DA:O and DAII I think their characters would be the most interesting (In terms of how they left them, with Lilianna's chantry past and Morrigan being a mage and all).
The name suggests quite a bit in regards to those area's in general.With Alistair being where he is (at least in my version of DA) he would have a lot of power in regards to it as well.

I think only non LI should show up, because your probably playing a new character that does not have a connection with them. I can see the boards now if people had to watch their old Lis with someone new.
Wait, wouldn't it be cool if you play as either the Warden, Hawke, or a new character with several origins. It would be like the best of all worlds.

I know a lot of people long to meet up with their old favourites, but I think that it helps replayability when new companions are introduced, especially since we're most definitely getting a new PC. It's less interesting to form a new connection with someone that you, the player, already knows, despite the fact that the PC don't know them at all.
Also, since it's impossible to bring them all back, selecting just a few will always make fans of those who weren't chosen feel left out. Better to give all the players a blank slate!
Former NPC is ok though, since you actually don't know that much about them yet. Isabella/Merril proved to me that this was possible. Though Anders/Justice worked because of their new circumstances that made them different enough to justify their return.

Isabella-Only because if you can't have sex with Isabella in a Dragon Age game, is it really a Dragon Age game. j/k Really, she and all living Lis should appear to provide an update of Hawke.
Flemeth-It would be odd if she is not in the game.
Morrigan=Cameo/Companion
Cameo: I guess anyone can be in a cameo, but I don't want anymore people that should be dead make a miracalous ressurection,because majority of gamers like them. (Alistair gets dragged away in my playthroughs. I guess he can still be alive)
Companion
Tallis, Female dwarf shale, Varric, Velanna, and
Charade(but she needs to match my Hawke's look)

Sandal in particular suffered from getting dialogue other than "Enchantment!"

If any previous LI's feature, it's probably best they not be a companion. Otherwise people will be complaining that 'iromancedIsabelawhyisshenotwithHawkewhothehellisthisrandomersheisadventuringwith'. Unless the LI's for this game are new ones of course. Since i'm sure I read somewhere that it would be a different main character for each DA game. I mean, in DA2 Leliana was just a cameo and people were asking why she wasn't with their Warden. (That being said I would love Leliana to return, even just for a little bit. Great character.)
