Simulators do not interfere in reality ... ie, would not modify the "percentages" of galactic readiness and if the percentage is low, you lose the game in single player.
Within the context of game, these multi-racial squads are composed of individuals of other races that are being led - in real combat - by N7 special forces. They are not N7, not trained for it, but are so called in reference to the qualification of its leaders. In fact, the only ones who are actually N7, are the characters of the last DLC, Earth.
Well, if you look at it, it's a "Readiness Rating". It simply tells you
how PREPARED your troops in regions of the galaxy are. You're fighting
geth, cerberus, and reapers- you're preparing your troops and training
them in how the enemy operates, Thus, "readiness rating".
