Is it safe to assume no mod support like DA2?

why should they have a big modding community? especially "they", last time I checked they didn't release the toolset for "da2". TES Modding Community grew over time and Bioware did barely anything to support the community in addition to the "let's drop the toolset, cause money" attitude they had with "da2".

The other thing is: Bethesda takes their time to release a game and doesn't rush them out like there's no tomorrow. Skyrim, I know. They still took their time with the game, they just rushed it out in the end, but not after a ~2 years developement cycle.
~2 years because I don't count the first few months when they were scribbling stuff on toilet paper.

So if you know you have to wait 5 years for the next entry in the series, there's another attitude in the modding community.
Aside from that: If you're not eagerly waiting for BGRedux, you're clearly missing out.

Since BioWare right now consider themselves as a CGI company, modding is really not a big deal.

Modding improves sales. It has to. Anything that increases the longevity of your game should interest a buyer. Being able to tailor the game to your likeing is a big bonus aswell. DLC isnt effected by mods. People still bought dawnguard and are awaiting hearthfire for skyrim. If it really bothers you release the mod tools after the dlc. Of course Elder scrolls has a bigger modding community, the mod tools bethesda created were very good. DAO mod tools were not very good, they were good enough to create a strong mod but they didnt allow for much compatibility, could of been better. DA2 didnt have any, so the community would have dropped even if DAO had a great toolset that built a big community. Elder Scrolls has always had mod tools, well morrowind did and that built a community which moved onto oblivion and the fallout series and then moved onto skyrim. DA is fairly young compared to elder scrolls but i guarentee that if DAO had better mod tools and DA2 had the same, by DA3 the modding community would of been thriving.

I won't buy that game even if I am drunk. I preffer the old engine with mod support than the new one without it. Dragon Age Origins could be improved for not to talking about DA 2 which was playable thanks to mods.

I've been searching a bit and I am sure now.

Mod support is not going to happen... DA 3 won't have any kind of mod support, that's for sure. Not only because of the new engine. I mean, Frostbite 2 has mod support (even if it is a complex engine). But there is the "EA factor" of extra money with DLCs which is decisive. Because mods are Free and that doesn't help.
Here I leave something that explains it all:

Yes it is safe to assume there won't be any mod support. EA isn't really friendly about that and knowing them...
