Warden - since there is a problem that the Warden's are dealing with my Warden either started it, is in the middle of it, or is on his way to help.

Hawke - Is probably trying to keep out of the reach of the Chantry, or is very busy trying to keep Merrill alive.

Definately don't want to see:
Sebastian - He is probably still wondering around the Kirkwall environs trying to make a decision.
Anders - I killed him in every playthrough, if just because he ruined all my plans for rulership, and for bringing undo attention to my schemes.

The rest doen't matter. I would like to see the status of the Orzammar Circle or maybe visit there, maybe even see some of the Warden's decisions affect the game. I still Question why my Clan was in Kirkwall, because my Lorekeeper was with me in Denerim to accept the land King Alistair gave the elves.

Cool with everyone else if they make sense for the story.

I would expect to see Leliana again, though probably not as a companion I would imagine. Cullen and Cass seem shoe-ins for the Party this game, though, so I look forward to seeing them.

Who I would like to see - Feynriel(and yes, I'm aware he can be dead) and Sebastian. Feyn for the awesomeness and Sebastian for the closure.

There isn't really anyone I would "hate" to see again, but in general I would prefer it if Bioware try not to force Plot Armoured characters into my party. I'd like everyone to remain reasonably optional, unless they're completely vital to the plot.

DA2 pretty much kidney punched my interest in seeing charecters return, at this point i'd rather just have an all new cast and just start over (but since Cullen is obviusly a companion now, he can stay)

Quite frankly I wouldn't be opposed to anyone coming back as long as it was done correctly. DA3 needs to be its own game and not a simple reunion for previous characters. Therefore I'd suggest that any returning characters should only have brief moments (perhaps a side quest or something).

That said, if previous characters returned as companions, I'd like Varric to definitely be one of them.

I'm not sure how the timeframe would fit, but I would LOVE to see a cameo of Loghain if you made him a Grey Warden. He did get stationed in Mont Simmard post-Blight, after all. If he hasn't trudged off to his Calling yet, I would squeal with glee to see him briefly, find out what he's up to/how he's doing. And if he is already dead by this timeframe, it would still be nice to at least hear something from someone regarding him in that context, for those of us that spared him more often than executed him.

If Dragaon Age 3 Inquisition takes place after the book Asunder, then Loghain is probably doing his calling, after taking him through Return to Ostagar I have never let him live..  We won't be seeing Wynne again, but probably Rhys. Asunder makes things interesting.  I wonder if we choose to be a mage if we will automatically be considered an apostate, or if the store is going to revolve around helping the revolting mages, the revolting, against the Chantry, seekers and templars, or something totally different, such as ending the civil war in Orlay, and maybe leading an invasion of Fereldon, or even stopping an invasion from Fereldon.   Evangeline still has to die for breaking that really great staff I gave Wynne, what a waste.  Great evil could have been unleashed upon the lands, but no.  

I know I got off topic.  I still don't think any of the PC's will appear, anywhere but in maybe a rumor or a codex entry.  
I am going to hypothosize that we may encounter Shale, Leliana, and possibly First Enchanter Irving.  I don't think they will be party members though.

Change is happening so maybe, Flemmeth, and Morrigan may show up again.

I am wondering  if we meet Cassandra if she will be fighting with the chantry against the seekers or the mages.  According to the books, I am wondering if the Divine hadn't actually wanted the mages to revolt in order to diminish the power of the seekers.  There is a lot of politics floating around that could impact the story.

I am supprise I don't see any being brought just to get rid of them. Their are a few that makes you think it is better to kill, like the magistarte/darkspwn Hawk meet in the DLX Legacy.
