Unlike everything else, including DLC, the new weapon mods, such as Pistol ULM, from Leviathan are not immediately available in a NG+. I haven't gotten to the Citadel yet, but thus far none of them are available to me.

I think they're tied to the achievements. Since the achievements won't unlock, we don't get to keep the mods.
