Hawke was about as much customization as I want from my charater; more is generally better (and I don't mean choices in the story, this is about controlling who my character is), but Hawke's about where I'm comfortable.

For me fixed is what happens in the game.
Can i control what my character says and does in the game?
Can my character go to different places in the game or is it linear, if the answers are yes then my character is not fixed.
It does not matter what i can change before the game, even if i can change the whole body of my character has nothing to do with what i call fixed or not fixed.

With Geralt in the witcher 2, this is not my character, this is Geralt. He has his own background, he has his life, his friends, there are many guys he knew I didn't know, many stories with his past I didn't quite understand. I felt I was lost.
He is necessarily cynical, because that's the way he is when I do not want to be cynical. He does not like politics, when I do like politics and want the same for my characters. There are many things that do not depend on me, and it's annoying.
I cannot imagine I am Geralt, I cannot imagine this is my Geralt. It's just Geralt's story tweaked by what I pick in the dialogue and what I choose. It's still roleplaying, but this isn't for me.

Race, family and background can be set in stone, but as long as I can customize the looks, name and pick my class I'm happy.
In fact, I really like seeing my character have some sort of connection to the world in form of parents, siblings and the like.

Early Bioware games felt like they were made by two lead designers. The first one created a full game with a fairly linear plot, general idea for the protagonist and fixed ending. Then before release, a second person showed up and completely usurped the first guy's plans, adding a totally alternate path through the game where you could mess up the whole characterisation of the protagonist, act in a totally contrary way to the "intended" plot and cause a diametrically opposed ending.
Over time, this has been reduced to a morality gimmick that has little or no effect on the main story.
Overall, if there isn't a way to play the Inquisitor as acting 100% on the side of the Mages with an ultimate aim of using them as a tool to destroy all Ferelden in an explosion of genuine pandemonium, then the game is lacking storywise.

Edit: to clarify, I love all customization options. The more choice I have, the better. But if it comes at a price (e.g. silent player character), then I'd rather sacrifice some customization.

This was actually intentional. The Bioware Formula from the early days was a linear beginning (15%), a linear ending (10%), and the rest was open, nonlinear middle. That said, I'm not sure what this has to do with how fixed the protagonist is.

Hawke on the other hand has 3 distinct personality options.
I'm not talking about a morality system. I'm talking about his personality.
Little things that motivate him, ways he reacts to certain kinds of people. That kind of thing. Auto dialog limits that.
